The Union Cabinet approved the extension and restructuring of the Jal Jeevan Mission on March 13, 2026, designating its next phase as Jal Jeevan Mission 2.0 with a total outlay of ₹8.69 lakh crore and a completion deadline of December 2028, according to a PIB notification and a statement by Union Jal Shakti Minister C. R. Paatil.
The enhanced outlay represents a significant increase from the original ₹3.60 lakh crore approved when the mission was launched in 2019. The central government’s additional share in the revised programme stands at ₹1.51 lakh crore, according to the PIB notification cited in the research documents.
Four Mandatory Conditions for Fund Release
A defining feature of JJM 2.0 is a milestone-based funding mechanism that introduces four non-negotiable compliance conditions before any state or Union Territory can access central assistance. According to the PIB notification and reporting by Devdiscourse, these conditions are: signing of a Cabinet-approved Memorandum of Understanding that outlines structural reforms; successful creation and digital mapping of Sujal Gaon IDs for all local water supply schemes; completion of financial reconciliation and audits of previous funding tranches; and notification of a comprehensive state-level Operation and Maintenance policy.
Minister Paatil stated that any expenditure resulting from technically non-compliant or oversized infrastructure would have to be borne by the states themselves, framing the accountability mechanism as a protection of public funds, according to the research documents.
The Sujalam Bharat Digital Architecture
The mission introduces a national digital platform called Sujalam Bharat, designed to provide source-to-tap mapping of the entire rural water supply chain. Central to this is the Sujal Gaon ID, a unique digital identifier for every village. According to a PIB press release on the launch of the Sujalam Gaon ID by Minister Paatil, 1.64 lakh such IDs have been generated across 31 states and Union Territories as of mid-March, of which 67,000 have been linked to the broader Sujalam Bharat infrastructure database.
Monitoring will be conducted through the Jal Seva Aankalan instrument, while citizen oversight is enabled through the Meri Panchayat mobile application. The mission also incorporates community engagement mechanisms including Jal Arpan, through which local bodies formally take over management of completed water schemes, and Jal Utsav, an annual community-led review event.
